1) In the movie Mulholland Drive, what is the deal with the two guys in the diner and the dirty bum out back?
2) Why do people keep putting Brendan Fraser in movies?
3) Why has there not been an assassination attempt on George Lucas's life after Episode one and two?

The answer to your questions three:
1) Personally, I just attributed it to being another one of David Lynch's fucked up non sequitur vignettes, but I looked around on the internet, and found this interpretation of the film's content. The answer to the question will be in bold type.

"The easiest and most common interpretation is that the first part of the film is a dream, and the last half hour is reality. Before the opening credits, we see a montage of Betty with the elderly couple, then the jitterbug sequence, then some red bed sheets and pillow. The bed sheets and pillow signify that what we are about to see is a dream. In the dream, Rita gets amnesia after a car crash and she is helped by her friend Betty. Betty is smart, pretty, confident, and a talented actress. In trying to find out Rita's true identity, they fall in love. But then the dream turns to a nightmare as they go to a club called Silencio, where Betty comes into possession of a blue box which Rita has the key that opens it. When the dream is over, we find out the dreamer is Diane, who played the role of Betty in the dream. Her ex-lover Camilla was Rita in the dream. In this reality, Diane is not successful or confident, but Camilla is the stunning and successful one. Camilla has ended their relationship, so out of jealousy and envy, Diane pays a hitman to kill her.
After the murder, she is overcome with guilt and kills herself.
At Silencio, they see a singer die on stage, but they can still hear her voice. This is symbolic of them realizing they are dead but still conscience.
The man in the diner at the beginning was Diane/Betty's conscience telling her that it was a dream and when she came to reality she was going to die... think about it... the man told about his dream and then he suddenly died when he confronted it.

Pay particular attention in the beginning of the film: at least two clues are revealed before the credits.
Notice appearances of the red lampshade.
Can you hear the title of the film that Adam Kesher is auditioning actresses for? Is it mentioned again?
An accident is a terrible event... notice the location of the accident.
Who gives a key, and why?
Notice the robe, the ashtray, the coffee cup.
What is felt, realized and gathered at the club Silencio?
Did talent alone help Camilla?
Notice the occurrences surrounding the man behind Winkies.

2) You can only tell it from a couple of his films, Gods and Monsters being notable among them, but Brendan Fraser is actually a very good actor.
However, he has a certain predilection for taking roles that he expects to have fun making, and most of those movies have been low-brow, inane, and either geared towards children or people with low IQ's and short attention spans. George of the Jungle, And I'm willing to bet that he's had a hell of a lot of fun in his cinematic experience.
I personally hope that he keeps making movies so that one day he will pose again for pictures like these...

3) You know, still not having seen the second installment of the Star Wars saga, I don't feel that I am justly qualified to offer up a committal response to that question. But, if I had to hazard a guess, I'd say it's because George has some big phat cash, and has hired himself up the best security that money can buy.
Plus, it is entirely possible that he has had research and development whip up some actual forcefields and defensive drones, etc.
Your guess is, obviously, as good as mine at this point.
